Members of the United Nations Human Rights Council:

  This letter is to respectfully call upon the United Nations to assist me as I continue to languish near customs booths at Narita International Airport in Japan - in a diplomatic no-man's land.  I am a Chinese citizen with a passport from the People's Republic of China, and I am not allowed to return home.

I did nothing illegal. I just want to go home. I miss my family, and friends and home.

  Since June, I have been rebuffed eight times by Chinese officials in my attempts to re-enter my homeland, with no reason offered. On four of those occasions, airlines in Japan didn't allow me to board. On the other four, I got as far as Shanghai's Pudong International Airport before being dispatched back to Tokyo.

  As the People's Republic of China is a member of the United Nations, I respectfully call upon you to take immediate and concrete action to help me get home to China.

  According to the United Nations' Universal Declaration of Human Rights, "Everyone has the right to leave any country, including his own, and to return to his country."

  Thank you for your immediate attention to my plight.

尊敬的联 合国人权理事会高级专员Honorable Navenethem Pillary

我给您们写信求助，是因为我已长期露 宿于日本成田国际机场的入境审查大厅——一个既非中国政府又 非日本政府管辖的区域。我是中国公民，持有中华人民共和国护照，但是我被中国官员拒绝入境回国。

我 没有违法，我要回家。但是，现在我无法见到我的家人、亲友。因为自从2009年6月7日回国遭到上海浦东机场的警察的禁止入境起，截至11月3日我已连续八次被拒绝入境回国。而且，不让我回国，中国当局没有出示任何书面文件，没有任何法律依据、也没有任何理由，只是上级 领导的口头命令。其中四次 是由在日本的航空公司拒绝我登机，另外四次我已回到上海浦东国际机场，又被强制遣送回东京。

因 为中华人共和国是联合国的成员国，所以我请求你采取直接的、具体的行动帮助我回中国，回到我的家。

根 据联合国《世界人权宣言》 第十三条第二款明确规定：“人 人有权离开任何国家,包 括其本国在内，并有权返回他的祖国。”
